Interim Policies Governing Affordable Housing Development in the Meadowlands District

The New Jersey Department of Community Affairs considers housing to be affordable if the owner pays no more than 28 percent (30 percent for renters) of gross income on housing costs. Affordable housing programs generally seek to provide low cost housing to lower income households. Qualifying households may earn up to 80 percent of the area’s median income.  For a Meadowlands household to qualify, the household’s income must fall below the pertinent income limit as listed below:

New Jersey Housing Resource CenterAffordable housing is administered by a wide variety of organizations and agencies. Many municipalities have a municipal housing liaison who can direct applicants to affordable housing. Persons interested in applying for affordable housing should contact the applicable municipality. New Jersey’s Housing Resource Center is an online, searchable database of affordable housing in the State.
On July 23, 2008, and in response to a court order, the NJMC adopted Interim Policies Governing Affordable Housing Development in the Meadowlands District. These policies remain in effect to guide affordable housing development on an interim basis until new rules governing affordable housing are proposed in a manner consistent with regulatory and statutory changes. The Interim Policies were revised on October 2, 2008 (NJMC Resolution 08-102), October 21, 2008 (NJMC Resolution 08-108) and January 28, 2009 (NJMC Resolution 09-09), May 27, 2009 (NJMC Resolution 09-51), August 18, 2010 (NJMC Resolution 10-54) and July 27, 2011 (NJMC Resolution 11-29).
