Legal and Procurement Specialist
REPORTS TO: Vice President of Legal and Regulatory Affairs

POSITION OBJECTIVES: The Legal & Regulatory Specialist will provide support to our in-house legal team and oversee our procurement processes, including liaising with agency departments to ensure that all contract solicitations and bid packages are accurate and compliant with State procurement and compliance requirements and applicable grant regulations, when necessary.
PRINCIPAL RESPONSIBILITIES:
- Manage the procurement process for NJSEA, including:
- Drafting the main body of requests for proposals (RFPs) and requests for qualifications (RFQs)
- Review and revise all sections of RFPs and RFQs to verify compliance with State requirements and guidelines related to contracting and procurement
- Assist with drafting and review of specifications and scopes of work
- Work with internal NJSEA departments to manage the competitive contracting process, ensuring proper application of exceptions to publicly advertised bidding, and tracking deadlines and managing documents to ensure timely and accurate submissions.
- Work directly with internal and State agency departments to resolve purchasing and procurement issues on as needed basis, including audit support
- Track changes to relevant law, regulation, and official guidance regarding procurement and contract compliance
- Develop procurement guidance documents, manuals, and procedures for agency-wide use, including undertaking their periodic review and revision.
- Support NJSEA regulatory and legal work, including:
- Assist Records Custodian with OPRA requests as needed
- Research legal matters
- Draft legal memos and contribute to drafting contracts and other legal documents
- Support legal team on projects as needed.
QUALIFICATIONS REQUIRED:
- Bachelor’s degree required. Advanced degree in business, law or government administration and/or paralegal certificate preferred
- Experience with management of procurement and prior experience with state or federal government procurement strongly preferred
- Qualified Purchasing Agent certification (or willingness to obtain certification)
- Proficiency in MS Word and Excel required
- Excellent communication and writing skills and the ability to work well in a fast-paced team environment, with strong critical thinking and interpersonal skills required.
ADDITIONAL INFORMATION:
- NJ residency is required (within one year of employment)
- Must be authorized to work in the U.S.
- Salary range: $80,000-$95,000 annually

Office Assistant / Plan Review
REPORTS TO: Plan Review Administrator

POSITION OBJECTIVES: Provides administrative and operational support to the Plan Review department.
PRINCIPAL RESPONSIBILITIES:
- Prepares correspondence and memos.
- Provides administrative support; directs telephone calls and inquiries; schedules inspections.
- Enters file specific information updates into CityView.
- Customer service, including interaction with public regarding the acceptance and approval of plans (in person, phone and/or email)
- Maintains contact with applicants and property owners to keep them informed of the status of their projects.
- Performs filing duties to maintain records.
- Coordinates with and responds to requests from Technical Assistants and other staff regarding file tracking and processing.
- Responsible for preparing and coordinating pick-up of approved plans for applicants.
- Assists with closing out files and archiving said file and plans.
- Coordinates and work with staff from other divisions.
- Contributes to team effort by completing assigned tasks on an as needed basis.
- Relieves receptionist when requested.
- Adheres to all policies and procedures set forth in all official communications and addendums thereto.
QUALIFICATIONS REQUIRED:
- High school diploma or equivalent required.
- Bilingual fluency in English and Spanish a plus, but not required.
- Proficient with MS Word and Excel.
- Ability to use various computer programs and general office equipment.
- Strong attention to detail and effective written and oral communication skills are essential.
- Administrative and organizational skills required.
